Morrowind rebirth just adds a small compilation of graphic mods to it. A Its not really a graphics overhaul itself. But it does add more fluff content. Modding Morrowind can be overwhelming for some people, and they might want to start out with a compilation before they feel comfortable picking and choosing mods on their own.
